Futuros is an atlas of development indicators for Latin America. It is not an open-data index or a responsible-AI index. Every on-screen figure cites the primary record. If a civic-space source is missing from this page, it is not in the Atlas: that absence is the point.
The live product covers 25 countries + LATAM, 10 axes and 260 cells. Provenance is two clicks (one click opens the reference; the second goes to the country + indicator record, not a generic landing) and the build fails if a citation link points to a generic landing. Atlas coverage
The 25 Atlas countries are ARG, BLZ, BOL, BRA, CHL, COL, CRI, CUB, DOM, ECU, GTM, GUY, HND, HTI, JAM, MEX, NIC, PAN, PER, PRY, SLV, SUR, TTO, URY, VEN, plus the regional LATAM row.
The Bahamas and Barbados have NSO cards in the repository; they are not part of the 260 cells.
OGDILAC in the pillars
What the Digital Government Observatory of Latin America and the Caribbean (IDB) publishes enters the ten pillars as ordinary indicators, each with its citation, its year and the same index rule as any other series. There is no separate OGDILAC block on the country page. 32 series enter. The DGI (0–1 scale) and the GCI restored to 0–100 go to democratic governance; the NRI restored to 0–100 goes to infrastructure. The five parts of the enabler checklist enter as the share marked yes: institutions, legal framework and services on democratic governance, talent on education, digital infrastructure on infrastructure. The single share of the whole checklist does not enter. Sub-indices enter the same pillars as their index, dated with its latest edition: GAIR (6) and ILIA (3) on democratic governance and innovation, NRI (4) on infrastructure, GCI (5, each out of 20, summing to the total) and DGI (6) on democratic governance. EGDI, GTMI and their components, and the ILIA and GAIR totals already come from their primary source and are not ingested again. The world and regional ranks OGDILAC prints are not carried over: the platform compares countries with its own data. The 44-enabler checklist (with status and evidence link) and the trust list are shown on the AI-governance country sheet, next to the governance and regulation rows that have an official link; public-sector AI systems show the count only, because that catalogue has no per-system URL. Each enabler that carries an http link enters the citation corpus, one record per country and enabler. Open IDB projects (implementation or preparation) are listed next to the country's pilots, and that count does not enter the index. The GAIR 2025 total OGDILAC prints does not enter: Oxford's 2025 rankings table has no overall total. The extract covers 24 atlas countries; Cuba is not in OGDILAC, and the Bahamas and Barbados are in OGDILAC but not in the atlas. Read on 2 October 2026.

Brazilian subnational grain — Base dos Dados
Base dos Dados is a Brazilian non-profit that republishes public Brazilian state data standardised onto IBGE's 7-digit municipality code. It is a mirror, not a producer: every figure was measured by IBGE, INEP, the Ministry of Health or the National Treasury. Every citation in this layer therefore carries two links — the BD table that was downloaded, and the producing agency's own record.
It is what takes the Brazilian layer from 27 federative units to 5,570 municipalities. Ingested over the keyless path (public one-click-download objects); BD's BigQuery lake requires the caller's own billing project and is not used.

Separate vintages, deliberately. BD lags the producer: its municipal GDP reaches 2021 while IBGE/SIDRA already publishes 2023 at state level. The two layers are stored apart and are never blended — a BD municipal value never silently replaces a fresher SIDRA state figure. Each indicator keeps its own year (GDP 2021, IDEB 2023, SIM 2019); there is no combined "latest".
License and attribution. BD declares no per-table license: its own license field reads "desconhecida" or comes back empty for every table we ingest, verified against its GraphQL backend on 4 September 2026. The posture we apply is the producer's, not the mirror's: what gets republished are already-published Brazilian official aggregates — IBGE, INEP, MS/SIM, STN/SICONFI — open under the Lei de Acesso à Informação (12.527/2011). That is why the dual citation is not a courtesy but the attribution mechanism: the agency link is the one that carries the license. The layer covers Brazil only; there is no equivalent municipal grain for the other 24 countries from this source.
What is missing, and why. Four high-value slices live only in BigQuery and stay documented but unbaked until a GCP_PROJECT_ID exists: SICONFI municipal revenue and expenditure (~20 M and ~22 M rows), INEP's school-level Censo Escolar, and CNES health facilities. They appear in public/data/basedosdados/_index.json with the SQL that would probe them. The absence is the data point; it is not filled in.
